  1. Appropriation of common land as private
  2. property, or the changing of open-field
  3. systems to enclosed fields (often used for
  4. sheep). This process began in Britain in the
  5. 14th century and became widespread in the
  6. 15th and 16th centuries. It caused poverty,
  7. homelessness, and rural depopulation, and
  8. resulted in revolts 1536, 1569, and 1607.
  9. Numerous government measures to prevent
  10. depopulation were introduced 1489-1640,
  11. including the first Enclosure Act 1603, but
  12. were sabotaged by landowning magistrates at
  13. local level. A new wave of enclosures by acts
  14. of Parliament 1760-1820 reduced the yeoman
  15. class of small landowning farmers to
  16. agricultural labourers, or forced them to
  17. leave the land. The Enclosure Acts applied to
  18. 4.5 million acres or a quarter of England.
  19. Some 17 million acres were enclosed without
  20. any parliamentary act. From 1876 the
  21. enclosure of common land in Britain was
  22. limited by statutes. Enclosures occurred
  23. throughout Europe on a large scale during the
  24. 19th century, often at the behest of
  25. governments. The last major Enclosure Act was
  26. in 1903.
